Steps:

  1. Shape the thing you are trying to glow.

  2. Color this shape (However you want easier with lock transparency)

  3. Back shadow

  4. Duplicate the shape/color and change blend mode to Add Glow

  5. Gaussian blur this layer

  6. Tone Correction the layer

  7. Add a New layer with blend mode Glow Dodge, airbrush and add speckles
